The Self-Insurance Program

Every employer covered under the Wisconsin Worker's Compensation Law must be fully-insured unless granted a written order of exemption by the Department of Workforce Development.

The requirement for every employer in Wisconsin to be fully insured has been in existence since 1911. On September 1, 1913 the Wisconsin legislature authorized self-insurance to begin.  There are over 120,000 insured employers in the state, and about 200 are self-insured.
